Consistency: English translations: Use curved apostrophe over straight

Some autocorrect programs (Word, Google Docs, AI, etc) use curved apostrophe ’ (U+2019) and it's typographically correct.

We should use this one over our default keyboard inputted ' one.

Open for discussion.

Example of correct:

"dontUseOriginalDataPoints": "Don’t use national data points",

Incorrect:

"doNotNotifyUsers": "Don't notify users",

For me either is fine, as long as we use either ' or ’.

This is super minor nitpick and it's really easy to fix, but it came up when I was writing end to end test for disabling the NDP.
I was expecting we use straight ' apostrophes but we had curved ’

    const optOutButton = page.getByRole('button', { name: 'Don’t use national data points' })

Like I said, nothing major

We can have another discussion about whether we should use i18n for translations in E2E test - but then we might miss this kind of things...!
