[OPS/OJS] Notify Moderator/Editor when they are unassigned

Describe the problem you would like to solve
When you remove a moderator in OPS or an Editor/Section Editor in OJS after they have been previously assigned to a submission, they don't receive an e-mail notification. This leads to them feeling confused after clicking on the URL and receiving a message from the system that they don't have access to that stage on that submission.

We are having to send that notification manually outside the platform (given that the person is already removed from the stages and you can no longer use the Notify functionality).

Describe the solution you'd like
Notify moderators (OPS) and Editors/Section Editors (OJS) when they are removed from a given submission so that they know they are no longer requested to act on that particular submission.

Ideally a message would popup with a pre-determined text allowing the sender to add any additional notes if necessary.

Do we want to have this for all roles when you unassign someone? I mean for example copyeditors and journal editors as well?

I think it would be interesting to have a checkbox to send or not send a notification to the user who will be removed from the submission. By default, it could be checked.
If checked, it would be possible to edit a predefined text. Behavior similar in parts to that of adding a participating user to the submission:
