If you feel the need to compare the person you're praising to others who are unfavorable or disappointing, never single anybody out - just phrase it as generally as "some other developers" or something like that.

In situations where the group you're describing is pretty unambiguous (ie. if you're talking about their work on the kernel and any comment you'd make would be pretty clear that you're talking about the core kernel dev team), be especially charitable - phrase your statement in a way that denotes that others' shortcomings aren't universal or immutable, that fixates on how the person you're praising is good more than how anybody else is bad.
