Fix animation for footer PyCon India logo to be same as Sponsorship page elements animations.
The motion of the logo should be subtle in up down direction as done for elements in Sponsorship page.

Hey @shivankurchavan thanks for the PR, what @shabnam701 is pointing out is the animation and not the size of the logo. Have a look at the sponsors page and see the animation that is happening we want that here. Let me know if you have more doubts around it.
