Fix rabbit_db_queue_SUITE:update_decorators case

This test called `rabbit_db_queue:update_decorators/1` which doesn't
exist - instead it can call `update_decorators/2` with an empty list.
This commit also adds the test to the `all_tests/0` list - it being
absent is why this wasn't caught before.
