The "Having an Issue?…" menu item in the Help menu creates an issue in the Racket repo, and not the DrRacket repo. This was not expected and should be changed or clarified. Perhaps there should be a menu item for both.

Can you say more about what you expected?

I would guess that bugs with their root cause in the DrRacket repository specifically would be relatively rare: many bugs originate instead in https://github.com/racket/gui, https://github.com/racket/draw, and other layers DrRacket uses. (That's not an assumption about relative quality, just about volume of code, given that this repository sits as the proverbial tip of the iceberg.) For a bug report where the specific source hasn't been narrowed down, https://github.com/racket/racket is general and has more active community triage, so it is a reasonable starting point.

Also, I imagine the users of this menu button as people who aren't regular contributors to Racket and who would not necessarily be familiar with our over 100 Git repositories. I think the goal is to collect reports with minimal friction, even if it may mean more triaging work later.
