0.19.0-dev (open source)

This is a fully open source release of the latest dev version of Mutagen. I've included binaries for Mac, Windows and Linux (both arm and x86). I built these on mac using this command after being sure to delete the non-open source code, and after modifying the definition of release-slim:

go run scripts/build.go -m release-slim

These are much, much smaller than the upstream releases.
