program: Update to sdkv3 (#120)

#### Problem

The program is still on v2 of the SDK, but v3 has been out for some
time, and we need a crate compatible with v3 for token-2022.

#### Summary of changes

Update everything SDKv3 crates, use split-up crates in tests.
