Adds more timeout options.

Resolves #3835.

@cmiles74 Thanks for the PR adding the timeout options. This PR needs to be pushed on top of main instead of 1.1.0-M1 branch.

When submitting large requests or receiving large response, AWS Bedrock request
may experience latency that exceeds our default settings. Here we add additional
configuration options to allow increasing these timeout settings.
