Uses quickASCIICharacter to speed up ASCII character class matching. 2x speedup for EmailLookahead_All and many, many others. 10% regression in AnchoredNotFound_First and related.

Adds the
isScalarSemanticscheck, but doesn't seem to improve performance. We probably want to add thewithContiguousStorageIfAvailableonUTF8Viewfast path, though that will complicate testing without more refactoring.
