Add CI integration for CircleCI #4
Description
Requirements
Integrate support for CircleCI by adding a circle.yml file and a .deploy/circleci folder to customize the CI environment.
Task
You can view how the recent CircleCI integration for tc-online-review was done using a docker image.
Automated tests will be added subsequently to the build pipeline; you need to demonstrate that normal builds succeed in the CI environment.
