`Fastest` zstd level is a footgun, performing no compression

This is an issue in upstream but I think it should be tracked here for visibility and in case tower-http decides to make a different decision on this than the maintainers of async-compression

I'm not sure there's much for us to do here. We just provide a generic enum.
