Indicate why "Create project" is disabled

### Description

This button in the project creation modal(s) can be disabled if the project name is a duplicate or is too short, but there is no indicator explaining that in the UI, which can be confusing. There should be a tooltip or label giving a hint of why it is not possible to create the project.

### Use Case

Have a less confusing experience when creating a project.
