Create subcommand to get versions without a local repository

It would be useful to find a dataset on some dataforge and pull a specific version without having to create a local repository. Something like

```shell
$ dorothy get https://dorothy.39alpharesearch.org/team-0/scotus#Qmxxx ./dataset
```

or maybe just

```shell
$ dorothy get Qmxxx ./dataset
```
