Add OpenPhish Domain Blocklist and possibly OpenPhish URL Blocklist #1043

- I checked to make sure that this issue has not already been filed;
Problem description
We uBO team has been assesing various malware/phishing lists, and OpenPhish Domain Blocklist is now enabled by default on uBlock Origin Lite. We didn't see noticeble problem during the assesment. The list is generated by @stephenhawk8054 based on OpenPhish's feed.

OpenPhish URL Blocklist is a full-URL version with several times larger rules. If this will be included too, some caution should be added for user not to enable both of the lists.
Proposed solution
Add OpenPhish Domain Blocklist, and if good, OpenPhish URL Blocklist too.
