Add changelog to build process

Overview

We publish all of our changelog notes under Github Releases, however we do not add them into our docs. Doing so in a more automated fashion would be great.

Specification

I found a sphinx plugin just for this purpose, worth exploring if this suites our needs to add this feature

requirements:

• Ensure that we can publish new releases
• Ensure that we can edit previous release notes to make small changes and have them update

I am looking into this and will put together a focused PR around changelog generation in the docs build so release notes stay in sync with published GitHub releases.
