Motivation

Apex.AI custom toolbar buttons should be changed

1. Remove colcon related toolbar buttons
2. Change the command to execute the correct Bazel command.
3. Remove unimportant toolbar buttons (e.g. we don't need the markdown lint check since there is already lint check that contain the markdown lint check)
