I don't know where to put this, but I think it needs to be available.
ArctosDB/dev#106 (comment) (which interacts with https://github.com/ArctosDB/PG_DDL/blob/master/function/get_address.sql) needs documented.
Collection contacts need not be active and/or operators, but their addresses will not be visible in that context if they are not both.
