NRCA S3 uploads directory structure for ANIC and Herbaria

CSIRO NRCA - ANIC & Herbaria data for CANB, CNS and JCT

Credentials- new account nrca to be created so there will be only one set of credentials for the loads.
Existing data and directories - to be copied to the new structure and old directories deleted

Uploads server - new directory nrca to be created with sub-directories for each data load.
