When an Outcomes Report 1 is no longer required due to date changes, any old ones should be deleted. #3685
Description
At the moment, if a project (with an Outcomes Report 1) finishes early, when the date is changed, the Outcomes Report 1 will be (correctly) no longer displayed.
However, the report isn't actually deleted so when Outcomes Report 2 is opened, it doesn't include the Short Term Outcomes because the check finds Outcomes Reports 1.
