Update prebuild command and BPP version

Changed the "prebuild" command in package.json, replacing "convert" with "prepare". Added a "prerelease" command to run build before release. Updated the version of PlasmoHQ/bpp used in .github/submit.yml from v2 to v3 and changed the keys from SUBMIT_KEYS to BPP_KEYS.
