[Azure Generator] NewProjectScaffolding is not creating some important component #57646
Description
Our SDK library's scaffolding contains something important but our current scaffolding system is not generating, including:
- Readme.md
- Changelog.md
- ci.yml or ci.mgmt.yml
- Directory.Build.props
- test project
Because the SDK agent would invoke this functionality to create a new project, all our new PRs created by the agent is missing those component and leads to compilation errors.
