Add open in big volume viewer option

User Story

A user request expressed on image.sc was that it would be nice, if the drag & drop could offer a big volume viewer option as well.

Current thoughts

• In contrast to BigDataViewer, BigVolumeViewer does not come "battery included" with a download of FIJI. Thus, it would be required that the BigVolumerViewer update site is activated as well to make things work
• The readiness of BigVolumeViewer regarding OME-Zarr is unclear. It may be that BigVolumeViewer currently can only handle HDF5 datasets (needs to be clarified with @pietzscht)

What about a mechanism where we would discover applications during runtime that registered themselves as applications that can open OME-Zarr, e.g. via an @OmeZarrOpener annotation? This would make it extensible for any update site without code changes on our side.

On the other hand, I wonder a bit conceptually where this leads us. There is also no selection of applications when users DnD a TIFF file on Fiji....
Maybe it's okay if OME-Zarr just opens like all the other image files and then users manually can further consume it with whatever plugin they want by an "Open Current Image" functionality that essentially all Fiji plugins provide.
