Global powers dont work? (Datapack issues?)

Hi! So I love using origins:legacy but for some reason in 1.21.11 I have this origins datapack I been working on for a server and been stress testing but it seems that all of the functionalities are alright asides the global powers?

I don't wanna be mean but is the global powers not possible to fix because I really wanna use the newer versions without downgrading the mods..

Everytime I try to load my datapack it forces me to use safe mode due to the global powers (I already tested this and if I remove global powers the datapack turns fine for some reason.. )

Could you send the log for that? I don't know any problems without a log.
