Investigate Audit Perf Impact of Incorrectly Clearing an Active Batch

This is not a priority, but this would be good to track for the future.
 
- During our Nov 25 investigation of Audit performance issues, Terry suspects he caused this issue a couple times
- As a preventative measure, Terry modified the Admin Tool to only clear batches that are 24 or 48 hours old
- It would be good to prevent the root cause of this issue
