clm5 wiso test suite

Summary of Issue:

create a test suite for development of clm5 water isotopes to ensure we are not changing basic clm5 behavior and that water isotopes will work in debug mode, restart and work with threading.

I want the same test suite to be run for every compiler and dev platform (yellowstone and hobart) so rather than duplicating info in the test list, we use xml flags. Example run commands:

@mvertens yellowstone baselines are being generated in the standard location as clm5_wiso-adbea85. When yellowstone is done, I will generate on hobart.

All tests passed on yellowstone. There are runtime and compiler errors on hobart. I'm not sure what the actual status of this branch should be hobart, but we should follow up.
