build_history is broken on central #64
Description
Currently running bin/build_history on central results in this error:

sacct: error: Problem talking to the database: Connection refused
ERROR: LoadError: failed process: Process(`sacct --jobs=44469337,44469719,44469722,44469739,44469900,
The job is disabled for now, but when we find the time to debug it we should think about improving the output format and the error handling
