Imaginator: add optional email alerting for failed image builds.

Automated image builds which fail do not generate alerts, although they are visible on the dashboard and build log archive.
Copy/refactor the notification code in the Fleet Manager into a library and use that for sending email notifications when automated image builds fail. Add a per-stream email address, since different image streams have different owners.
