Add Command-Line Options

`timecard-app` needs to accept command-line options, including the standard ones:

* `-v`, `--version` displays program version
* `-h`, `--help` displays help
* `--startintray` starts the application in the tray, with window hidden
* `--settings-file=` overrides the settings file path
