add site assets option for libraries location #77

config option would make it easier for custom hosting location for all library assets (site.assets-lib or something).
This is a customization used in our personal templates, where we deploy a bunch of collections from same base and don't want to keep lots of copies of the same files--adding this would make our templates easier to keep in sync with main CB--but is this just sort of our own personal issue, or something that others might find useful too?
