Create an application to cordinate efforts of ward level team (RRT) in each ward

Ward level team is the administrative mechanism at grass root level (Ward level) that ensures quarantining of travellers and also gets daily updates on their health and well-being.

Wark Level Team aka RAPID RESPONSE TEAM:

Every ward has a Rapid Response Team (RRT). An average ward has about 300-400 families.

The official members of this team are:

1. Ward Member who is the elected representative.

2. ASHA Worker who is trained and appointed by the Health Department.

3. Anganwadi Worker appointed by the Social Justice Department to work for the welfare of Mothers and Children. They are in the payroll of the State Government.

4. Kudumbashree ADS Chairperson. There may be more than 1 Self-Help Groups (Ayalkootam), each having 10-20 women, in every ward. An average ward may have 10-15 Self-Help Groups (Ayalkootam).Even though it is just the women that form these groups, the benefit of it reaches the whole family. Therefore, out of 400 families, on an average at least 100-150 families are part of this society. The objective of Kudumbashree is Poverty Alleviation through Women Empowerment.
   Each Self-Help Groups (Ayalkootam) nominates 1 person to form an Area Development Society (ADS). There is an ADS in each ward. The ADS has a Secretary and a Chairperson. The ADS Chairperson will have direct control over all the Self-Help Groups (Ayalkootam) within the ward.

5. The Rapid Response Team also includes other stakeholders like:

   • NGOs
   • Community Based Organisations (CBOs)- eg: Rotary club, Lions Club, may even be political organisations
   • Residents Associations, representatives of churches, temples etc
   • These are individuals who are involved in the community.

The different members of RRT may have their own Agendas but in the time of crisis, they all come together and work with unity. This team is self sufficient to a large extent at dealing with any problem within the community without much of external support.
The RRT is the most effective body. They are the ones who ultimately work with the community.

First four official members of the RRT belong to 4 different arms or departments of the state.

we need to create a system that could map all the RRT members in a ward across the state with option for two way reporting.

System Requirment V1

• Should be a directory of RRT members in the state
• It should have scoped message broadcast system. Scope should be a union, intersection or set of the following filters:
  • state level
  • district level
  • panchayat level
  • ward level
• It should have a system that could accept reporting from the lowest level. (ex asha worker should be abel to submit the details of covid suspects in a ward]
• each ward member should have a login where they could submit data
• sms/email notifications for all alerts
