Makefile support for scaling tests #42

Description
Implement a makefile to help users automate the building of each test app. It should complete the current steps needed by the users of navigating to the respective folder, running cmake .., then make.
Justification
This will simplify the build process for users.
Acceptance Criteria
- make cmd for cpp-data-agg
- make cmd for cpp-data-agg-py
- make cmd for cpp-data-agg-py-fs
- make cmd for cpp-inference
- make cmd for fortran-inference
- make cmd for cpp-throughput
- update docs for installation process
