[Bug] Validation errors displaying when navigating to add governor to MAT

Overview
When clicking the Add person button on the edit governance page the user is taken to to the Add X governor page however, when this page displays it is currently displaying validation errors about the first and last name fields.

Steps to reproduce

1. Navigate to upgrade GIAS.
2. Login as BO user.
3. Navigate to a MAT i.e. https://localhost:7195/Groups/Group/Details/59760
4. Click Governance.
5. Click Edit governance.
6. Click the Add person button.
7. Note that the validation errors display.
