[Bug] Unsafe site error on SANDBOX2

Overview
After a lot of back and forth over this error over the last few months Vipin (infra) has suggested that there is an error somewhere in the application that is causing the site to be marked as unsafe - see the following on https://dfe-ssp.visualstudio.com/s158-Get-Information-About-Schools/_workitems/edit/299087

I found the following exception in the App Service's logs which is showing a HttpException explicitly mentioning the IocConfig.cs file. This was removed from the project in this commit ccbed53

@spanersoraferty see above comment. I played around with popping the IcoConfig file back in but I think this work is above my Copilot pairing knowledge :) so OTY.
