Investigate file manager implementation

We want to be able to upload the file when we create the page. For example, when it's some about page with extra documents for the end user.

It might be a good idea to investigate if we can use the file_upload_widget from the ckanext-files or write our custom implementation for this. Or use a community plugin that supports file uploads.

Currently, we can only upload images, that will be converted into base64 and stored in the page content.

This is not an implementation task, we need to gather information about the GrapeJS ecosystem.

As per discussion, it make sense to create an separate entity called "Media", where we can upload all images/files.
It will use CKAN Core uploader and in future will be switched to new CKAN Core uploader same as other uploaders (group, user).

We can use the widget either from ckanext-files or improve the existing widget that exists on GrapeJs and integrate it with create/edit page for Media entity.

Nevertheless, the first scope of work will be to firstly work on Media entity (e.g. having custom uploader, create/edit/delete operations and own admin pages), afterwards work with GrapeJS intergration.
