Drag and Drop capabilities

Allow to drag cells just like jupyter notebooks and VS code does naturally.

Thanks for using Verso and this feature request!

This nearly made it into the last release, but still needed more time for testing. Expect it in an upcoming release. In the meantime you the cell toolbar includes two buttons for moving a cell up or down.

Additionally, if you select a cell (make sure the editor doesn't have focus), you can press Alt + Up / Alt + Down to move a cell up or down.
