Text area label collapse   

**To Reproduce**
Steps to reproduce the behavior:
1. Go to create election
2. Give a template name 
3. Go to final step of the wizard 
4. Click on the radio button of security deposit field 
5. Can see the text area label collapse (has the same effect on both security deposit fields)

**Expected behavior**
Shouldn't collapse
