Sub-issue of #6. Create Elevarq/arq-docs (private initially) and its README: what Arq is, the open-core relationship to Arq-Signals, the collect → diagnose → review → ticket flow, links to elevarq.com docs/pricing/contact. No OSS license (commercial docs). All content already public on elevarq.com.
Acceptance: repo exists with description + topics; README renders; passes the proprietary-boundary checklist in #6; no engine internals.
