Contributor/team visibility + consistent CODEOWNERS identity #9

Context

A single human contributor (fheikens) across all repos and zero public org members make the org read as one person rather than a team. The fix is honesty + visibility, not fabrication. Also: pgAgroal's CODEOWNERS references a non-existent @Elevarq/infrastructure team (tracked in Elevarq/pgAgroal#28); decide whether to create real teams or use individual owners consistently.

Acceptance criteria

  • Decide and apply a consistent maintainer-identity model: either create real @Elevarq/<team> team(s) with actual members and use them in all CODEOWNERS, or standardize on @fheikens until a team exists.
  • Make appropriate org members public (Settings -> People -> visibility) if/when accurate.
  • Do NOT add fake contributors, co-authors, or testimonials.
