Problem Description

This is meant to handle the refactoring of PublicPaymentForms to use more consistent device types parameters that are already used across the codebase.

Proposed Solution

Refactor the inconsistent device types i.e meter, shs, other, to a the values meter, solar_home_system and ebike respectively.
