[HONEYCOMB-377] Improve northbound interface configuration

Even after introducing HONEYCOMB-360, to disable northbound interface one needs to update two files (json and list of enabled modules). Possible solution is removing enable flags from json configuration files and having each northbound interface in single guice module.
