This document provides a structural navigation overview of the Frequency Sovereignty System repositories. It functions solely as a directory and verification guide and does not define authority beyond the Root Declaration.
Root Declaration v3.0 is the sole authoritative reference defining system identity, governance boundaries, interpretive precedence, and version resolution. Historical versions are preserved exclusively for continuity and cryptographic provenance verification and do not participate in current interpretation.
