This PR does the following:

  • Support 24 bit TGAs. We just slam the alpha to 0xFF for these.
  • Support RLE encoded TGAs. there's no reason not to as format does the work for us.
  • Fix the BGRA->RGBA swizzle. Currently it looks to be doing ARGB -> RGBA conversion.
    Tested both hldx and hlsdl.
