Add Report Project Functionality

Users cannot report spam, scams, broken links, or abusive project metadata.

Acceptance criteria:

• Any authenticated user can report a project with a reason CID.
• Duplicate reports from the same user are prevented.
• Admins can list or count reports for a project.
• Tests cover reporting and duplicate prevention.
