Add draft project submissions

Problem
Project submission appears to be all-or-nothing. If users leave the form, they lose progress.
Suggested fix
Save draft project submissions locally or server-side and let users resume later.
Acceptance criteria
In-progress submission data is preserved.
Users can discard drafts.
Drafts are not published or submitted on-chain until explicitly submitted.
