Add Storage and Surrogate Support to the Price-taker class (#1633)

* Added a few helper methods

* Added methods to plot, get cashflow values, fix vars, etc.

* Added storage model and support for polynomial surrogates

* Update get_valid_block_name in pricetaker

* Add more pricetaker tests

* Address spelling check

* fix get_num_startups and get_num_shutdowns methods and associated tests

* run blk

* switch to hint typing compatible with python 3.9+

* Add a few more tests

* Added tests for design_and_operation_models.py file

* Improved test coverage for PriceTakerModel

* Fixed typo in doc string

* Corrected the error in the doc string

* Automated the addition of capacity and ramping constraints

* Added tests for automatic addition of operational constraints
