Take fee from both client and freelancer #261
Description
Currently we take just the fee from the freelancer which means that the client gets to use the platform essentially for free (minus tx costs)
Change the fee logic so that if the budget is $100 and the fee is 5% the client pays an extra $2.5 and the freelancer pays $2.5 for fees.
Total payed by client = $102.5
total recieved from freelancer = $97.5
total fee = $5
