Implementing the Hypothetical Extraction Method

Hi Konstantin,

I think I will go ahead and implement HEM in PyMRIO.
My idea is to develop a new function to the IOSystem called "calc_HEM(...)" and a new class called "HEM" that holds all the calculation results.

Any comments/inputs?
