App header notification bell icon

Description

In app header there is bell icon for notification. when click on it it open a modal. its very basic one. Make it more user frindly

Steps to Reproduce:

1. Add a animation to the bell when new alert pushed
2. Modified the modal
3. Filter notifications only that user has seen
