Restore ConstantsManager logging verbosity #1050
Description
At line https://github.com/JeffersonLab/coatjava/blob/development/common-tools/clas-detector/src/main/java/org/jlab/detector/calib/utils/ConstantsManager.java#L133 and https://github.com/JeffersonLab/coatjava/blob/development/common-tools/clas-detector/src/main/java/org/jlab/detector/calib/utils/ConstantsManager.java#L145., the logging level should be set to INFO.
Also, in the second printout, the table name appears twice because tk is a list of tale names
